WhatsApp Business API Pricing in 2026: What Changed on October 1, and What a Real Workflow Costs
Meta charges per delivered message, by category and by the recipient's country. On October 1, 2026 it started charging again for replies that had been free. Here is how the bill is built, the US list rates, and the design choices that decide what an ordering or support workflow costs.

The WhatsApp Business API is billed per delivered message, by category and by the recipient's country. Marketing, utility and authentication messages are templates you can send any time; service messages are the free-form replies you send within 24 hours of a customer writing to you. On October 1, 2026, Meta started charging again for two kinds of messages that had been free: service messages beyond 1,000 a month per number, and utility messages sent inside that 24-hour window. For the United States, rates reported from Meta's rate card are about $0.025 per marketing message and $0.0034 per utility or authentication message. Below: how the bill is built, what changed, and what an ordering workflow actually costs.
How the bill is built
Since July 1, 2025, Meta charges per message, not per 24-hour conversation as it used to. You pay only when a message is delivered, and customers never pay to write to you. Three things set the price of each message:
- Its category. Marketing, utility, authentication or service.
- The recipient's country, from their phone number's calling code. Meta's rate card covers 39 markets on their own and 8 regional groups; the United States and Canada share the North America rates.
- Your volume, for utility and authentication only: rates drop as you send more in a market within a month.
The four categories
| Category | What it is | When you can send it |
|---|---|---|
| Marketing | Promotions, offers, newsletters, re-engagement | Any time, as an approved template |
| Utility | Updates about something the customer started: order confirmations, shipping, invoices, appointment reminders | Any time, as an approved template |
| Authentication | One-time passwords and login codes | Any time, as an approved template |
| Service | Free-form replies to a customer who wrote to you | Only inside the 24-hour customer service window |
The 24-hour customer service window opens when a customer messages or calls you, and every new message from them restarts it. Inside it, you can reply in your own words, send images and documents, or use buttons. Outside it, you can only send an approved template, billed by its category.
There is also a free entry point: when someone messages you from a Click to WhatsApp ad, your first reply opens a window of up to 7 days in which marketing, utility, authentication and service messages are not charged.
What changed on October 1, 2026
Meta's own words: it "resumed charging, on a per-message basis, for messages that were previously free":
- Service messages, free since November 1, 2024, are charged again from the 1,001st per month. Every business phone number gets 1,000 free service messages a month; they reset monthly and do not roll over.
- Utility messages sent in reply to a customer, inside an open customer service window, free since July 1, 2025, are charged again.
Eligible government and non-profit organizations keep free service messages beyond the free tier until December 31, 2027.
If you built a support or ordering flow in the last year on the assumption that replies were free, re-run your numbers: a flow that sends several short replies per customer conversation now pays for every one past the first thousand.
US rates
Meta publishes rates in a rate card and an interactive calculator rather than in its documentation text. As reported from that card by WhatsApp providers, North America list rates are:
| Category | Per delivered message |
|---|---|
| Marketing | about $0.025 |
| Utility | about $0.0034, lower at high volume |
| Authentication | about $0.0034, lower at high volume |
| Service | free up to 1,000 a month per number, then the published service rate |
Meta lowered North America utility and authentication rates on January 1, 2026; Meta's pricing documentation lists no North America change on October 1. Check Meta's current rate card before you budget, and remember that a business solution provider may add its own fee per message or per month.
Meta's own AI agent product, Meta Business Agent, is billed differently: by tokens, at $2.00 per million, which Meta puts at roughly 4 to 5 cents per message.
What a real workflow costs
Take a distributor whose customers send orders on WhatsApp, about 2,000 orders a month.
- Receiving the orders: free. Customers write first, and incoming messages cost nothing.
- Replying inside the window: service messages. If each order gets a question and a confirmation, that is 4,000 replies: the first 1,000 are free, the other 3,000 are billed at the service rate.
- Confirming the next morning, outside the window: utility templates. 2,000 confirmations at about $0.0034 is about $6.80.
- A monthly promotion to 1,000 customers: marketing. At about $0.025, about $25.
The messages are rarely the expensive part. Two design choices change the bill more than the rates do:
- Reply once, completely. One message that confirms the order and asks the one open question costs half of two messages. Since October 1, a chatty bot pays for every line.
- Reply while the window is open. A confirmation sent within 24 hours of the customer's message is a service message; the same confirmation sent the next day needs a utility template.
The integration around the messages, matching what customers write to your products and writing the order into your ERP, is where the real budget goes. We describe that part in WhatsApp Business API integration.
Questions to ask a WhatsApp API provider
- Are you passing through Meta's rates, or adding a fee per message?
- Do you charge a monthly platform fee on top?
- Do your reports split messages by category and by free versus charged?
- Can we use Meta's Cloud API directly instead? For a business with its own developers or integrator, there is no provider fee at all.
